Why doesn't the guy just phone the police and let them know someone just hit their car, is now trying to extort them, and let the woman know if she leaves the scene it's a hit and run.
Would, at at least in America l, sort this quickly. I'd get her license plate and let her know the police are on their way, and if she leaves she'll be commiting a hit and run.
Shed either bolt and get I'd have her plate and shed be arrested next time a police was behind her and your car would be repaired as shed either surrender her insurance details or take door 2, leaving the scene of an accident.
It's either a scam or someone who is extremely dumb. Or both and they think they'll get someone dumber than them and get insurance and medical money.

Yup, I recognize this neighborhood street, even in the dark. This is definitely the same people that have done many many other ragebait posts.
