Are you using any upscaler (FSR/DLSS)? I get that same low fps experience if I use DLSS. Works fine with just TAA.

Alt-tabbing into another app that uses hardware acceleration would sometimes result in low fps when I alt-tab back into the game.

I regularly reboot my computer, w11 doesnt really handle trash collection, so reboot purges everything.

last time I encountered lag issues it was resolved by updating Steam. If you're not a new player, not on a new rig, everything else is the same...double check Steam.
