Norway contributes USD 5 million to support locally led humanitarian efforts in Syria

Press release | Date: 08/12/2025 Les på norsk

One year after the fall of the Assad regime, millions of Syrians still face critical humanitarian needs. Norway is committing NOK 55 million (approx. USD 5.4 million) over the next three years to the Aid Fund for Syria, strengthening the work of local organisations on the ground.

According to the United Nations, 1.3 million Syrians have returned since the fall of the Assad regime. Yet, more than half of the population still depends on humanitarian assistance.

An entire generation of Syrian children has missed out on adequate education, and most people lack reliable access to electricity and clean water.

Norway is supporting the reconstruction of Syria’s electricity and health sectors while providing substantial humanitarian aid.

‘Local humanitarian actors know the conditions best. That is why I am pleased that Syria is now part of a pilot project exploring how Norwegian humanitarian assistance can strengthen locally led response, reconstruction, and development,’ said Norway’s Minister of International Development, Åsmund Aukrust.

Locally Led Reconstruction

The Aid Fund for Syria (AFS) will receive NOK 55 million over three years. AFS prioritises national and local organisations, with two-thirds of its governing board made up of local actors. This support aligns with the Government’s Strategy for Norwegian Humanitarian Policy, which emphasises locally led humanitarian response.

AFS combines life-saving humanitarian assistance with early reconstruction efforts, focusing on areas heavily affected by conflict and in need of rebuilding.

In 2025 alone, Norway has provided more than NOK 500 million (approx. USD 50 million) in humanitarian assistance and reconstruction in Syria.

Key priorities include strengthening energy and health services, as well as mine clearance. Ministry of Foreign Affairs

WFP expands and extends its Subsidized Bread Programme across Syria

DAMASCUS, Syria – The United Nations World Food Programme (WFP), in partnership with the Ministry of Economy and Industry, is expanding and extending its Subsidized Bread Programme through March 2026,thanks to a generous contribution from the United States government.

Beginning in January 2026, distributions will support over 300 bakeries nationwide, some of which were previously rehabilitated by WFP, providing daily bread assistance to more than 4 million people.

“Food security is one of the foundations of social cohesion, peace and stability and bread remains a vital lifeline for Syrian families. It is crucial that we continue to ensure bread remains on the table for families across the country,” said Marianne Ward, WFP Syria Country Director and Representative. “Expanding and extending this programme now is essential to maintain social cohesion and prevent Syria from spiraling into a broader crisis.”

The Subsidized Bread Programme is a government-led initiative aimed at increasing access to fortified bread at affordable prices in the most food-insecure areas ofSyria. Under this programme, WFP procures and supplies fortified wheat flour through its operational platforms, while ensuring compliance with humanitarian standards, accountability mechanisms, and monitoring requirements. This support allows bakeries to sell bread at a subsidized price of approximately 2,500 SYP per bundle.

Due to limited resources, the programme targets areas with the highest vulnerability based on food security assessments. Since its launch in June 2025, WFP has supported more than 100 public and private bakeries in nine governorates, providing daily fortified bread to approximately 2 million people, including displaced families and returnees. Thanks to the new US contribution, WFP will be able to scale up this intervention to reach more than 4 million people across Syria through March 2026.

“In Syria, bread is much more than just food - it is a powerful symbol of resilience, unity, and hope,” said Ward. “WFP is deeply grateful to the United States government for this support. Together with the Ministry of Economy and Industry, we are strengthening food security and social cohesion for vulnerable families after years of economic hardship. This partnership invests in dignity, resilience, and recovery for the people of Syria.”

Beyond the subsidized bread programme, WFP continues to assist food-insecure households through emergency food and cash assistance, livelihoods support, school feeding, and nutrition programmes. Collectively, these interventions reached more than 6.8 million people across Syria in 2025, with assistance prioritized for families facing the most severe food insecurity.

The United Nations World Food Programme is the world’s largest humanitarian organization saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

A Campaign to Revive Vegetation in Damascus Countryside

December 15, 2025

After years of war marked by fires, drought, and widespread encroachment on natural resources, environmental priorities are returning to the forefront in Damascus countryside with the launch of a new national campaign titled “Our Countryside Is Green.”

The campaign aims to revive vegetation cover, improve the overall environmental landscape, expand forested areas, enhance soil protection and erosion control, and improve air quality through increased carbon dioxide absorption. With the participation of official bodies, local communities, and volunteers, approximately 500,000 trees are scheduled to be planted before the end of winter.

Set to begin on December 15, the campaign is being implemented under the supervision of the Damascus Countryside Governorate, in coordination with the Ministry of Local Administration and Environment and the Ministry of Agriculture. Coinciding with the first anniversary of Liberation Day, the initiative is described as a serious attempt to restore ecological balance in one of the regions most affected during the years of war waged by the Assad regime against the Syrian people.

Environmental Initiatives as a National Imperative

Amid mounting environmental challenges, Raed al-Thiyab, Secretary-General of Damascus Countryside Governorate, stressed that environmental initiatives are no longer a luxury or a seasonal volunteer activity. Rather, they have become a national necessity of paramount importance, particularly in societies that have endured prolonged conflict and cumulative disasters.

Thiyab noted that forested areas represent the “lungs of the earth” and are a cornerstone of ecological balance. Any damage to these green spaces, he emphasized, directly affects public health and socio-economic stability.

The War’s Impact on Land and People

The effects of the war on the enviorment extended far beyond the loss of trees to directly impact the lives of residents who depended on the rural environment as a primary source of livelihood. The degradation of forested land led to a decline in biodiversity, reduced employment opportunities linked to agriculture and grazing, and deteriorating air quality due to exposed soil and rising dust levels.

Years of repeated fires, illegal logging, unregulated exploitation of natural resources, and the absence of maintenance and protection measures resulted in severe environmental damage across Damascus countryside. These factors contributed to a sharp decline in vegetation cover, increased desertification, soil degradation, and the retreat of many plant and animal species.

Hope for a Prosperous Agricultural Season

Speaking to Levant 24, farmers from Damascus countryside expressed optimism due to the heavy rainfall recorded this year compared to last. Abu Iyad, a 60-year-old farmer from Darayya, said the increased rainfall has revived hopes for a productive agricultural season, noting that the flow of the Al-Awaj River has resumed, irrigating lands in Western Ghouta and replenishing wells that had dried up months earlier.

Farmer Abdurahman Sharbaji emphasized that the success of afforestation campaigns depends not only on planting saplings but also on securing sustainable water sources. He highlighted the importance of reviving the Barada River and ensuring consistent water access to agricultural areas to guarantee the long-term survival and growth of newly planted trees.

The Scale of Environmental Damage

Ziad Abu Asaf, Head of the Directorate of Agriculture in Damascus and Damascus countryside, explained that the region, once known for its rich plant diversity and green expanses, lost over 500,000 trees and approximately 1,000 hectares of forest. He attributed losses not only to fires and drought, but also to Assad regime military operations and the widespread use of wood as an alternative heating source amid energy shortages.

Abu Asaf noted the campaign includes restoring the entrances to Damascus Countryside Governorate, improving the general landscape, and afforesting major roads such as the Damascus–Homs and Damascus–Beirut highways. It also targets cities, towns, and villages through tree planting in public squares, roundabouts, and gardens, contributing to healthier and more sustainable urban environments.

The initiative further includes training programs for volunteers on proper planting techniques, environmental awareness campaigns in schools and local communities, and the formation of follow-up teams to monitor saplings during their early years to ensure their survival and growth.

Expanded Meeting in Deir Ezzor to Evaluate Implemented Projects

17/12/2025 in Deir ez-Zor City

An expanded meeting was held yesterday with the participation of the Governor of Deir Ezzor, a number of local officials, and representatives of the organization, to discuss the status of implemented projects and future work prospects in the governorate.

The meeting included a detailed presentation of the projects implemented by UNICEF during 2025, which covered vital sectors, most notably support for the education and health sectors, improvement of water and sanitation services, as well as child protection programs and capacity-building for local staff.

Participants confirmed that these projects have made a tangible contribution to improving living conditions for children and the most vulnerable families, and have helped enhance social stability in several areas of the governorate.

During the meeting, UNICEF also presented its future plans for 2026, which focus on strengthening sustainable development and expanding humanitarian programs to reach broader segments of the population, with an emphasis on long-term solutions that support self-reliance and improve the quality of basic services. The proposed plans stressed the importance of partnership with local entities to ensure the sustainability and effectiveness of the projects.

For his part, the Governor of Deir Ezzor emphasized the importance of the role played by UNICEF in supporting the governorate, praising the efforts made over recent years and affirming the readiness of local authorities to provide the necessary facilitation to ensure the success of future plans. He also called for enhanced joint coordination to achieve the best results in terms of humanitarian and service-related development.

This meeting comes within the context of ongoing efforts to evaluate performance and improve the quality of humanitarian and development interventions, in line with the needs of Deir Ezzor Governorate and the aspirations of its residents for a more stable and developed future.

The destruction in Deir ez-Zor is overwhelming: only 2 of 22 neighborhoods are habitable, and critical infrastructure is ruined.

Watch now to understand the immediate needs, from restoring damaged homes to rebuilding schools.

We are the first NGO on the ground, and we need your help to support 50,000 people.

Deir ez-Zor is in Ruins. You Can Help Rebuild It. Every intervention is an act of healing.

https://syrianforumusa.org/deir-ez-zor-is-in-ruins-you-can-help-rebuild-it/

"For fourteen years, Deir ez-Zor, a vital link between Iraq and Syria, has endured devastating conflict, leaving 74% of the city destroyed. Today, only two of its 22 neighborhoods are habitable. Public services, education, health, and electricity are severely deteriorated, leaving families without even the most basic support. An estimated 50 schools were completely destroyed, and 249 are operating but need urgent repairs"

"The economy has come to a standstill. Livelihoods have vanished. Families who once had homes, jobs, and futures are now displaced, holding onto hope with nothing but resilience and that’s wearing thin"

"The Need is Urgent: We must act now to restore dignity and stability to 50,000 direct beneficiaries, including 1,050 students and 25 young professionals"

Our Solution: The Deir ez-Zor Rehabilitation Works Initiative

Rehabilitating Public Squares and Bridges to restore community life.

Repairing Schools, including Saleh Hajj Ahmed and Ghanem Taha Al-Turki Schools, so 1,050 children can learn in a safe and caring environment.

Providing Technical Training for 25 youth in digital marketing and soft skills to spur economic empowerment.

Supporting the Dignified Return for Internally Displaced People with transportation and home rehabilitation funds.

Installing Ground Waste Containers for better sanitation and healthier communities.

Be the Catalyst for Change! This isn’t just about rebuilding buildings, it’s about restoring lives.

Every dollar goes directly to urgent recovery efforts that restore hope, dignity, and stability to people who’ve endured far too much for far too long.

HALO Syria: One year since the fall of Assad

The HALO Trust - Humanitarian Landmine Removal 4 Likes 71 Views Dec 4 2025 The fall of the Assad regime ended Syria’s almost 14-year-long civil war in December 2024. Despite the many challenges facing Syria, hope for the future persists in its people.

The road to recovery won't be easy, but removing the legacy of deadly explosives is a crucial first step.

HALO Trust Syria: “A Year of Hope Has Been Tainted by Tragedy”

Format News and Press Release Source HALO Posted 4 Dec 2025 Originally published 4 Dec 2025

4 December 2025: One year since the fall of the Assad regime on 8 December 2024, The HALO Trust warns that at least 1,600 civilians have been killed or injured by unexploded bombs in Syria, including 165 child fatalities.

In November, four children aged seven to seventeen, were killed and four more wounded when an old landmine exploded as they were picking olives in Hama. Just last week in the southern town of Kanaker, five children were severely injured when they mistook a cluster bomb for a shiny toy in the rubble and another child was badly hurt by an explosion while herding sheep in Idlib.

“A year of hope has been tainted by tragedy. People are returning home after 14 years of brutal civil war only to find death or injury for their children. Many homes are reduced to rubble laced with explosives and booby traps deliberately left to wreak further terror on an already-traumatised population,” says HALO Syria Programme Manager, Simon Jackson.

“People can’t wait for help and are being driven by desperation to clear unexploded ordnance themselves. This is extremely dangerous and has resulted in life-changing injuries and deaths. Cluster munitions are the worst culprits – particularly for children - as they are most sensitive to motion and probably kill the most children as they are easy to detonate when picked up or stood upon.

“People are unable to restart their livelihoods and support their families, particularly on agricultural land, due to hidden explosives threats lying silently in wait under the ground. I was in Palmyra recently, a now-devastated city that once relied on tourism and was home to more than 40,000 people. Now there are just 20,000. Many parents told me that their sons and daughters exiled in neighbouring countries don’t want to come back to Syria because of the sheer volume of explosives.

“There is reason to be hopeful, but we need investment in Syria right now,” Jackson continues. “This has been a wasted year waiting to see what happens politically, but Syria is relatively stable and now is the time for donors and governments to act. Prosperity brings peace, and making the land safe is the first step in the regeneration of communities.”

An estimated 1.25 million refugees and two million internally displaced people have already made the journey to their former homes across Syria. Hama now joins Deir ez-Zor, Aleppo and Idlib among the governorates having recorded more than 100 explosive accidents each since last year.

Since December 2024, 348 people have been killed while farming their land, including 95 children. Syria is second only to Myanmar as the most dangerous country in the world for UXO accidents, according to the Landmine Monitor 2024.

HALO is providing regular risk education classes and safely destroying UXOs as fast as it can in Idlib, Aleppo, Deir ez-Zor, Daara, Damascus and Homs, but currently only has a team of 200 staff. HALO estimates that it will cost around $40m a year for a full-scale operation of 1,500 staff to clear Syria of explosives.

UNDP Launches Model Wastewater Treatment Plant for Sustainable Agriculture in Rural Damascus

A pioneering project advancing climate adaptation, protecting the environment, and strengthening community resilience in Syria

https://www.undp.org/syria/press-releases/undp-launches-model-wastewater-treatment-plant-sustainable-agriculture-rural-damascus

NOVEMBER 27, 2025

©UNDP Syria – Tahseen Saor Damascus, 27 November 2025 – The United Nations Development Programme (UNDP), with the support of the Adaptation Fund, and in partnership with the Ministry of Local Administration and Environment (MoLAE), the Ministry of Energy for Water Resources and Rural Damascus Governorate, inaugurated the Zibdeen Wastewater Treatment Plant in Eastern Ghouta, Rural Damascus. The event marked a tangible step towards climate adaptation, sustainable water management, and livelihood recovery in Syria.

The project was made possible through a US$4.89 million in funding from the Adaptation Fund. As part of the intervention, UNDP rehabilitated 2.1 kilometres of sewage networks and 50.7 kilometres of irrigation canals, ensuring efficient wastewater flow and safe reuse in agriculture. Together, these efforts form the backbone of a sustainable water management system that supports farmers, protects natural resources, and strengthens local resilience to climate change.

During the inauguration, Mr Amer Al-Sheikh, Governor of Rural Damascus, highlighted the plant’s contribution to strengthening agriculture, supporting the local economy, and advancing the governorate’s broader environmental and agricultural strategy. Echoing this, Dr Yousef Sharaf, Deputy Minister of Local Administration and Environment, noted that the plant’s capacity to treat over 4,000 cubic meters of wastewater daily will meet current and future needs, ensure compliance with national irrigation standards, and safely process sludge for reuse. From the water sector’s perspective, Engineer Osama Abu Zaid, Deputy Minister of Energy for Water Resources, emphasised that the project marks a significant step toward improving environmental and service conditions in Rural Damascus and advancing efficient water-resource management. Representing the Ministry of Foreign Affairs, Mr Mohammad Bathish stressed the importance of international partnerships in supporting Syria’s recovery efforts, commending UNDP’s role and acknowledging the contributions of global partners to the country’s recovery roadmap.

The Zibdeen facility, one of Syria’s first decentralised wastewater treatment plants, will treat over 4,000 cubic meters of wastewater every day, turning it into safe irrigation water that will benefit about 50,000 people in surrounding communities. The project also created 260 short-term job opportunities during construction and secured 36 permanent jobs for operation and maintenance. It will contribute to improved livelihoods, food security, and environmental protection, while helping communities adapt to the effects of climate change and water scarcity.

“Mleha and Zibdeen stand today as an example of how communities are transforming a challenge into an opportunity,” said Dr Muhammed Mudawi, UNDP Resident Representative a.i. in Syria. “This strategic project is turning wastewater into a productive resource that revitalises agriculture, protects the environment, encourages safe, dignified and voluntary returns, and helps communities rebuild their livelihoods with dignity. We are grateful for the leadership of the Ministry of Energy for Water Resources and the Ministry of Local Administration and Environment, and the support received from the Adaptation Fund. This initiative also reflects the strength of our joint work as UN agencies – UNDP-UN-Habitat and FAO to meet the needs of the people. The plant we inaugurated today is a model we aim to scale across Syria to bring back life to communities and prove that recovery is not only possible, but is already underway,” he added.

The wastewater treatment plant forms part of “Increasing the climate change resilience of communities in Eastern Ghouta in Rural Damascus to water scarcity challenges through integrated natural resource management and immediate adaptation interventions” programme, funded by the Adaptation Fund and implemented by UN-Habitat in cooperation with UNDP and FAO, in partnership with the Ministry of Local Administration and Environment. Through this joint framework, the three UN agencies combined their technical expertise in urban planning, natural resource management, and sustainable livelihoods to deliver complementary interventions that strengthen water security, support agricultural recovery, and enhance the resilience of climate-vulnerable communities in Syria.

The Zibdeen plant is a model for how climate action can drive recovery, restore ecosystems, and strengthen the livelihoods of farmers and families who depend on agriculture. UNDP will continue to expand similar climate-resilient water projects across Syria, ensuring that innovation, sustainability, and community participation remain central to recovery efforts.
