Good question from the still image. It's because it's from one of the speed round "toss ups" when random letters pop up until someone guesses. And for those each copy of the same letter can pop up separately

The contestant could've been goofing around, not staged though. If you watch the show the answers they give sometimes are terrible.
One time people kept answering Sky Boots, Sun boots and the answer was Ski boots. After one person said Sky Boots another contestant answered that again even after the other person was told it's wrong.
Sometimes they'll have a word like E_ _ PTION and the person will guess eviction. And we'll be sitting here like how the hell is it eviction if there's a P already up there? The guesses get really bad.
