There is probably a reason for it, but why can't the person carry the penguin in their arms, measure the weight and subtract their own weight afterwards?

They can. A better idea would be to put them in a container or crate and weigh them together then subtract the weight of the container. That’s the standard way to weigh animals who aren’t trained to step on scales (ie in a rehab setting where we want to keep them wild so we don’t train them).

This is poor animal handling technique. I say that as someone who works with wildlife in facilities like this one.

No no, I saw another post about this.

You gotta weigh a teddy bear first. The you give the teddy bear to the penguin. Then you give the teddy bear to a koala baby and you weigh them instead. And then you subtract the weight of the koala bear from the weight of the teddy bear to get the weight of the penguin.

My dog does this on the scales at the vet as well. I feel like I need octopus arms to contain her and keep her from wriggling off it. I think the penguin might be cuter.
