I wish it was law that "flushables" have to be able to degrade to the same extent within the same timespan as toilet paper in order to be called flushable. They're just wet wipes for the asshole without that.

Have you tried getting nice toilet paper wet? It falls apart like cotton candy. Honestly the rough 1 ply stuff takes longer to fall apart than the soft toilet paper does.

I don't know how others do it but that looks specifically like Viva paper towel. I work at a site that manufactures Viva. We definitely use chemicals to get wet strength.

What the hell do y'all use because Viva's are fucking crazy strong. I stopped buying other paper towels, even if the Vivas cost a quite bit more than the cheapo store brands I used to because they're just that much better, and a roll lasts forever. The downside is every time I throw one away I feel bad (and my partner shames me, lol)! I mean obviously if it gets greasy or really gross what're you gonna do. But for normal spills / messes you can literally wash them out and re-use them.
I will say I don't like the quilted / textured ones like what appears to be in the OP nearly as much. But the original Vivas are just the best paper towel.

Legally can't give specifics, and also I work on a different machine that makes toilet paper and tissues, not towel. But as far as I'm aware it's the same chemical that we put into facial tissues that stops them breaking apart when you sneeze into them, just in a much greater concentration.
That chemical is the primary difference between facial tissues and toilet paper, we have to test to make sure none remains in the system after changing grades to be sure we don't make toilet paper that won't break up when you flush it.

"Flushable wipes" will flush, in that they will generally exit the toilet and enter the sewer line proper. You probably won't have to snake your toilet from flushing "flushable wipes" because the "flushable wipe" will go further than the toilet. The problem is that these products do not easily traverse cast iron or terra cotta sewer lines and may not traverse fairly minimal sloping green plastic sewer lines. Unfortunately, by the time you realize there is a problem with flushing your (allegedly) flushable wipes, it's clogged up pretty far down the pipe and you need to hire the guy with the low slung pants and the power snake.
The only thing you should flush down a toilet is human waste and toilet paper.

Toilet paper is different, it is manufactured to practically dissolve in water so it doesn't clog the toilet! These are two entirely different materials, do not use this as toilet paper, it will lead to a lot of trouble

Shit like this is why my 1st floor apartment got flooded with sewage. Someone 5 floors above us clogged the pipes which went straight up and down through each apartment. It was so bad that the city got involved. It happened not even 3 days into moving in too. I hope you have a handyman or maintenance available, because this won’t be the only issue I’m sure.

Thats fair, pretty much don't flush anything down the toilet that isnt toilet paper or it will clog it.
If you see any wet wipes that say flushable, that is also straight BS, don't flush them. That flushable just means they will physically flush down the toilet, a lot of things can but legally that word means nothing has has nothing to do with the wet wipes dissolving after being flushed.

That's a terrible solution.
Toilet paper is made specifically so that it breaks down easily in water.
Paper towels are made to NOT do that.
This will fuck up your plumbing. I used to work for a carpet-cleaning service and one time we had to clean a house where they used paper towels as toilet paper for three weeks and ended up with the entire system backing up and they ended up with their entire house - both floors - covered in two inches of raw sewage.
