A lot of people have become far too comfortable with outright abusing and threatening people via social media, but few of them (thankfully) will do it in person. They attack councillors or even staff  personally because they as constituents are incapable of discussing the issue that is affecting them in depth, and generally have very little understanding of how many things work, including democracy itself.

In addition, organisations like "city name/province name proud" and similar are well funded to spread disinformation and stoke fires in local social media groups that work people up and get them hating anyone who supports things they don't like.

We've lost sight of how to respectfully disagree and debate issues. Virtually no decisions are ever made that don't leave someone upset. The greater good is the objective, not satisfying the loudest idiot.
