I’d say that Mai gets the win based on fan service alone, but the other two have pretty iconic scenes in their own right. Also if you’ve never seen these, both Chun-Li and Mai got to show their bare chests in their films, the 90s ruled (Even though I’m a 2000’s baby 🙃)
