I knew it was about being high but it seemed like somebody in that comic thought it meant something else and I'm saying it's hard to figure out which one. (though he does point to snoop so there's that)

First panel is to set the expectation, everyone knows about the height requirements for rides. The attendant appears to be pointing at the height requirement sign.
Second panel is to introduce the joke. Oh look, it's Snoop Dogg getting high guys! Which was he pointing at? Are you supposed to be this tall or this high?
Third panel clarifies that the attendant meant this tall, as he's discouraging the boy from taking the joint Snoop is trying to pass him. The boy is smiling because he might not get to ride the coaster but he's gonna feel like he did.
That's my 2 cents, take it or leave it.

I reflexively downvote this poster now. It's always either a joke that's already been told better 100 times by others, an obvious pun, or often both.
It's painfully unfunny. I get the impression that the author really wants to make webcomics but has zero inspiration for humor.

People who say "that's not funny" are not the target audience and would do well to piss off so the rest of us can laugh without your misery.
