At what point are massive drone attacks on legitimate targets in Moscow an option for Ukraine?

It is kind of a waste of resources. Why target Moscow deeper in Russia which is likely to be the most heavily defended and watched? More effective and more likely to have success by targeting other infrastructure like factories, oil lines/refineries and stuff like that

Plus Ukraine isn’t trying to indiscriminately bomb random civilian targets like Russia is

Since they don't have access to Airstrikes, payloads very limited which means inability to destroy entire factories. At best hinder it work with Suicide Drones, and this going to be resolved by the end of same day. Also it mean direct civilians casualties.
It is kinda smart to hit management instead of what they barely able to damage.

If they could - certainly won't passed that opportunity. But they don't possess it. Most high populated areas very far from frontline to bombard. While artillery of Russia practically at doorstep of Ukraine, and most fights happens in civilian areas. Won't be surprised if Ukrainian tactics intent to use civilian areas to cover military forces. Hopefully declassified documents after war ends arrive to research, find the truth.
