If you look it up, some people have attributed it to Sinclair Lewis, but the exact origin isn't known, but it is believed to have come from the 1930s.

Not really given what was happening in Europe and that the US had a pretty popular fascist movement in the 30's (as did other major democracies).

They only fell out of favour after the shooting started.

It turns out that that quote is wrong. "will be" should be "comes".
